Bossier City is preparing for a leadership transition at the top of day to day operations. Mayor Tommy Chandler has selected Shane Cheatham as the city’s next Chief Administrative Officer, with the appointment expected to go before the Bossier City Council at its Tuesday, January 20 meeting at 3 p.m. for confirmation. 

Cheatham told KEEL News on Friday he sees the job as a team effort and said he is “excited about the opportunity” to join Chandler’s administration, while acknowledging “big shoes to fill” after Amanda Nottingham’s departure.  

A 60 Day Reset Before Big Moves 

Cheatham said his first step is not rushing in with a sweeping overhaul. He laid out a plan to spend “60 days just observing,” meeting department heads, learning what they need, and building relationships across City Hall.

He also framed his top priority as alignment between the mayor’s office and the council, with a clear public message. Cheatham said he wants the city “sending one message that we’re open for business in Bossier City” for residents and employers looking at the area.  

Bossier City Water, Sewer Rates, and a Bet on Growth 

On the question many residents feel first, monthly bills, Cheatham agreed rising costs have put pressure on utilities. He pointed to the water line extended to the Port, saying increased water sales tied to expansion could help offset costs for residents over time.

That idea lines up with earlier reporting that a major waterline project connected Bossier’s system to the Port area to support future tenants and generate revenue through water sales. 

Louisiana Boardwalk: From Retail to Entertainment 

Cheatham also addressed the Louisiana Boardwalk, calling it a former “shining jewel” and suggesting the future may lean less on outlet retail and more on experiences that pull families back to the riverfront.  

He said housing could even be part of the conversation, noting “there’s really no better view of Shreveport and Bossier than from that Boardwalk.”
