Caddo Parish Sheriff Steve Prator reiterated that, in his opinion, the Justice Reinvestment program which entails the early release of 1,400 prisoners across Louisiana is "stupid"

With a small chuckle the Sheriff says "stupid might have been a poor choice of a word," then adds that the program, passed by the state legislature with the backing of Governor Edwards, "is illogical, in that in many cases, people are being let out of jail early...with the premise they've had all this rehabilitation, and it's just not the case." Prator also points out that a number of prisoners on the state's release list, are, in fact, violent felons, when the promise was made that those eligible for early release would be non-violent.
