The scandal over the water billing debacle at city hall steps up a notch this week. The Shreveport Times has published an in-depth investigative piece on the saga.

The report points fingers at several people including former Mayor Keith Hightower.

Shreveport recently won a round in court when the lawsuit filed by businessman Scott Pernici and former Shreveport lawyer Michael Wainwright was thrown out. The article claims Hightower was in line to benefit from any monies paid to Wainwright and Pernici by the city for uncovering the water billing errors.  The city never paid any money to the men for shining a light on the under billing problems.
