Edwards says

It's one thing to talk about making cuts, but implementing them is another thing.

The governor says he is using the scalpel approach and not the sledgehammer approach to tackling the budget crisis. Edwards also announced he is calling a special session from February 13th-23rd. His office plans to submit a line-by-line plan on proposed cuts by February 6th.
