"In the July 3 email, (Councilman John) Nickelson said the city purposely filed false federal payroll tax forms according to draft findings from an external auditor, and those responsible needed to be fired right away.

As per a June 26 email from Nickelson to Fields Jones, the Audit and Finance Committee asked that Shreveport’s Director of Finance Charles Madden retire over concern about his management of the city’s finances.

Nickelson said a City Council vote would not be necessary if Madden chose to retire.

On July 2, The Shreveport City Council authorized an internal investigation into the finance department after learning the city received more than $189,000 in tax penalties in 2018."
