A new development proposal in Shreveport’s Highland neighborhood is sparking heated debate. Estacado Interests, LLC has submitted plans to rezone residential land at the southwest corner of Kings Highway and St. Vincent Avenue to build a Murphy USA gas station and convenience store.

The project includes two underground 25,000-gallon fuel tanks, 24-hour operations, and alcohol sales.

Residents Launch Petition Against Project

Neighbors and property owners are rallying against the rezoning effort, citing traffic, safety, and environmental concerns. A petition opposing the gas station warns that Kings Highway, which already sees nearly 25,000 vehicles daily, could face even more congestion and a higher risk of accidents.

Residents says this proposed retail business is not in the best interest of the neighborhood.

Concerns Over Environmental and Quality of Life Issues

Opponents argue that gas stations bring more than just traffic. They warn of light pollution, noise, and potential contamination of groundwater and soil from underground fuel storage.

Residents also fear the project could lower property values in the Highland area and  disrupt the character of the historic neighborhood. There are also concerns this could open the door to more commercial development in residential zones.

Previous Development Efforts Blocked

This isn’t the first time Highland residents have pushed back against commercial projects. In 2024, a proposal to demolish a historic home for a coffee shop across from the same intersection was stopped by the Historic Preservation Society.

Public Hearing Set for October 1

The Metropolitan Planning Commission will hold a public hearing on the rezoning request October 1 at Government Plaza. Community members will have the opportunity to voice their support or opposition before a final decision is made. If the zoning change is approved by the MPC, residents can appeal the ruling to the Shreveport City Council.
