Jerry Harper, the attorney at the center of the multi-million dollar, class action lawsuit over the city's water billing troubles, talks with 101.7 / 710 KEEL's Robert J Wright and Erin McCarty about the possibility of a financial settlement and new city council legislation affecting the Shreveport water customers.

Harper tells KEEL listeners that negotiations with the mayor will soon be underway to solve the suit, in which a judge ruled that the city had overcharged thousands of customers.

Meanwhile, earlier this week, the Shreveport City Council unanimously passed an ordinance approving the practice of "rounding up" customer's bills, the very same practice that was the subject of the Harper suit.
