In an historic inauguration on Monday, Caddo Parish has a new sheriff.  Henry Whitehorn becomes the first African-American sheriff elected in Caddo Parish.  After a contentious election, and much speculation about staff, Whitehorn announced appointments for his command staff.

Chief Deputy Rickey Farris

Farris has a bachelor’s degree in criminal justice administration. He joined the Caddo Parish Sheriff’s Office (CPSO) in July 1991 as a corrections deputy at the Caddo Detention Center. He has served in several divisions, including Patrol, Organized Crimes, and Internal Affairs. He was the captain of Support and Security at the Caddo Correctional Center and served as the assistant chief of the Corrections Bureau, where he supervised more than 350 deputies.

Assistant Chief Deputy of Enforcement/Investigations Jacqueline Winston

Winston began her law enforcement career at CPSO nearly 30 years ago. She served in a number of roles in Caddo before working with the Bossier Parish Sheriff’s Office and Caddo District Attorney’s Office as an investigator in the Child Support Division. She has a bachelor’s degree in criminal justice administration from Wiley College and a master’s degree from Grambling State University. She is pursuing her doctorate in criminology and justice administration from Grambling.

Assistant Chief Deputy of District Court Operations: James L. Matthews III

Matthews served as vice president of operations for the U.S. Marshal’s Service, where he was responsible for its contracts in 11 federal circuits. He is a former deputy with Caddo and Bossier parishes, serving as a corrections deputy, school resource officer, and patrol deputy. Before that, he served 26 years with the Louisiana State Police. He is a former Shreveport police officer and a United States Air Force veteran.

Assistant Chief Deputy of Detention: Disha K. Darby

Darby has been employed with the Sheriff’s Office for 25 years and most recently served as captain of Support at Caddo Correctional Center. She received her bachelor’s degree in social work with a minor in psychology from Northeast Louisiana University and a master’s degree in administration of justice and security from the University of Phoenix. Darby is also a registered social worker for the State of Louisiana.

Throughout his career at Libbey Glass Manufacturing Company, he held many positions, including human resources manager.
