Donald Trump initiated a Federal Hiring Freeze on January 23rd as part of his "Contract with the American Voter."  According to his memorandum

"no vacant positions existing at noon on January 22, 2017, may be filled and no new positions may be created, except in limited circumstances"

This freeze did not affect military personnel, but did call into question jobs hanging in the balance for 700 employees of the Red River Army Depot in Texarkana.  The jobs were not considered "permanent" as they were contracted or "appointed."  That means, until acting Secretary of the Army, Robert M. Speer approved a request late Thursday evening for an exception to the federal hiring freeze - those 700 jobs would have been eliminated on March 4th.  700 families in Bowie County, Texas are breathing a sigh of relief - and a very important ammunition storage facility keeps on chugging along!
