[laughter] Yeah, it was uh uh one of my friends mom is in town from Texas and had some medical issues happen. So, she had to be rushed up there this week and they're so they're taking care of her. Now, my daughter had to go to California for work. Ah, okay. Okay. SpaceX has a comp well their their huge their main complex and and she's working on a project. So, she had to go out there. And um her friend also works for SpaceX. Okay. And he he was out there also. He had to go as well. And then they went, this is just surreal to me. My grandparents retired in a little village. It's probably much bigger now. Called Three Rivers, California. Oh, in California. Okay. It's at the base. It's kind of at the foot of the Seoia King's Canyon National Park. Oh, beautiful. And it's it's just picturesque. Mhm. Micah went through there. Went through three rivers. They went up to the the the Seoas. Wow. Wow. But that was just surreal. Yeah. She took some pictures of some kind of some landmarks that I remember growing going out there as to visit. Yeah. Growing up and Oh, that's so cool. It was just Yeah, it was it was very cool. That is so cool. It was surreal. Yeah. Very interesting. My son, by the way, he and his new wife uh have allowed me to post some pictures of their wedding. So, you can see them on Facebook uh of some of the the Greek wedding photos, which were beautiful. just a handful that they'd gotten from their photographer. But um absolutely gorgeous. It was rolled in early and so I thought hopefully it didn't wash out. The Let the Good Times Roll Festival was happening. So, it was a big weekend. There was a lot going on. Fletch came in my studio, my office this morning. Guess what he has on? What? A USA jersey. The authentic jersey. The authentic one. How did he get it? They're sold out. He said he had ordered it a while back. A while back. He said it took forever to get in. Oh, I bet. Our our friend Scott Hughes got one, too. And I was looking to see how you get They're They're sold out of almost all of the sizes. Um they have a couple of little little bit, you know, extra small ones. Uh, Mark Zuckerberg, Meta now. Facebook gone. He's in Florida. Elon Musk left a while back. He's in Austin. Austin, Texas. Uh, Peter Teal, PayPal founder, took his family investment operations and primary residence to Florida. Even Steven Spielberg is apparently in the process of leaving California. Yeah, but he's going to New York City where Okay, you're going out of the frying pan into the fire there, buddy. He he might change that his mind on that. But if seriously, if you're think about it, if you're a voter, you are deciding you're going to devest yourself of all these billionaires. There will be a few that stay. But let's talk about the Oprah Winfrey. She's not the she's not the Zuckerberg money, but she's worth about five billion. Okay. Aaron billion. Yes. This will cost Oprah Winfrey. She'd have to write a check. Um, help me if I'm doing the math right, of 250 million, she's going to have to write a check just for nothing. State of California to go waste 250 million. Yeah. Because we know how we know how effective California has been using tax money. I mean, Oprah's got a house in in Maui, a big estate in Maui, a big estate in Colorado. She's going to up and leave. that will no longer her Santa Barbara place will no longer be her primary residence. I mean, I'm I'm I can't speak for Oprah Winfrey, obviously. $250 million check. Who's going to write that check? And that's a small check compared to some of these other Yes. Yes. She's she's only worth she's only worth a measly 5 billion. Some of them would would have to pay 12.5 billion. Those who are worth 250 billion, which there are a bunch of them, would have to pay $12 billion of their money. That's a ton of money. And their Santa Barbara mansions are now empty. So, not only are you not getting that that $250 million gratus check Mhm. you're not going to get their their tax money anymore, they're not buying their Rolls-Royces in California anymore. And they're taking their jobs with them. Oh, absolutely. To Austin, Texas, and to Florida. How many people you think just work in the Oprah Winfrey mansion? A ton of people. And she's she's on the low end of the scale. How many work in the like the Zuckerberg mansion? These are the same people that say, "Well, the minimum wage needs to be $30 an hour. Uh now tell us a little bit about uh Neutral Ground Solutions and a little bit about uh who you are. Neutral Ground Solutions is a government relations firm that I started uh a year ago this month. Uh I left the governor's office. I served as his policy director, Governor Landry for a year and a half. So that was five legislative sessions, two regular sessions. Uh when the second regular one was done, all the bills were signed. I left to uh begin this. Mhm. And what do you do? Uh government relations firm. So I work with the legislature a lot on bills that are moving through the the process. The legislative session that wrapped a couple weeks ago. Um let's let's grade them. They get a they get an A through F. What do you give them, John? I'll give them an A. I think it was I think it was a pretty good session. It was a I I thought I think so, too. I thought it was pretty incredible, actually. They tackled some some uh some interesting topics. Uh, and they they they didn't raise our taxes. So, what else can you ask? [laughter] Now, they they have a dilemma because they keep putting all these constitutional amendments on the ballot and the Louisiana voters keep going, "Nah, not going to happen." What's the problem there? I think voters are tired of amending the constitution. I think that for a long time, myself and others have advocated for a constitutional convention because it is a glorified book of statutes instead of and instead of guiding principles. It needs to happen. And I think the voters are are saying it in their own way by voting against everything. Isn't the Louisiana Constitution like the most revised constit? It's it's 10,000 pages. I mean, it's ridiculous. It's it's huge. We've amended it. I think we're pushing 300 times now. It It's a lot. Yeah. So, we do need a constitutional convention and and we need to just completely rework it. I think so. And I think I think a lot of people believe that as well. It's just getting the details of a convention pulled together. It's hard. It's very hard work to to make it happen to make everyone happy and to get a document that the people will ultimately approve because that has to go back to the people as well. They have to say yes to it at the time. So what is the fear of those that go well we don't want to do that because uh there are different topics that are brought up along the way. There are there are solid protections in our constitution. We have some of the best protections for taxpayers in the constitution here in Louisiana as far as when taxes can be raised, how they have to be raised, the protections around that. So, there are things in the constitution that are good and I think there are people who are just concerned that some of those things might get taken out along the way. Bill signing the governor's in town apparently. He was going to be in town. I don't think he's in town now. he was going to sign a few bills uh that I worked on this year among others uh that had to do with critical infrastructure and foreign adversaries uh in our our state and and how the state addresses that. So essentially who can own property near our air force base, things like that. That's one of them. Uh another one is the the technology that you put in critical infrastructure across the state of Louisiana. bill about Senator Thomas Presley uh that would have or that does limit the the routers and the the things that you can have in big plants and other things that have back doors to the Chinese government in them. Uh this would this will limit that exposure that we have. So if we were to ever be in a conflict with China, they couldn't as easily shut down our operations. Let's go back to the property owners cuz cuz if Chinese citizens with ties to the Chinese Communist Party owned land adjacent completely surrounding an air force base on either end of the runway even that doesn't seem like a good idea to me. It's not a great idea. No. [laughter] Uh and there's actually there's a known in uh I think it's Whitman Air Force Base. There's a known Chinese Communist Party member who lives in a mobile home at the end of one of the runways. Oh, there's no nefarious activities going on there. And we've had drones. I mean, we've had drone issues over Barksdale. Gosh, that very sophisticated. Very scary. That couldn't be jammed. That's right. Very scary. These are big problems that we have to address and we have to address not just on a federal level, but on a state level as well. And we're doing that. Uh we had bills from people up here. Two of them that I worked on were by Senator Bass, which uh protects our higher education institutions, and then like I said, the one by Senator Presley for critical infrastructure. The the one thing that failed, the amendment that failed with regard to the inventory tax. Is there a is there a workaround for that to do it without uh an amendment? Not really. You need the amendment. Okay. Uh it it it's it's locked in the constitution. There's no real way to fix it. Otherwise, we would have we would have already done that. We've we've been I mean, you know, we've been working on this for years. Whether I was an AFP or Pelican or with the governor, we've been doing this for a long time. You have to have the constitutional amendment. Okay. Four amendments in this last election. All voted down. There were five in the previous election that were complete that were voted down. From what I understand, in November, we've got nine more amendments in the election. Yeah. I think people are nervous. People are nervous. And And there's some good things that are dying, right? like a permanent pay raise for teachers. Sure. I I and teachers supported it. But I just I think that there's voter fatigue. I really do. I don't think that this is a this is a a shot at any individual politician or or another. I think that it is people are just tired of it. They're tired of researching it. They're tired of having to go to the ballot every year and amend the Constitution and think about they they want their leaders in Baton Rouge to take care of business and then they're done. They don't want to have to do it themselves every year. And we we've said here it's a mistrust of government. People don't trust government anymore. I I think with with good cause. I think that that's a a big part of it in general. Uh just I really do. I think it's just they're exhausted with it. They're tired of it. They're talking about it. Can you stay with us because I want to talk about the the big MFP fight, the executive order and all the stuff that's going because the vote is due tomorrow and we want to talk to you about that. Uh, call me whatever you want to call me, I guess. Okay. I mean, I prognosticate about politics all the time, just not professionally necessarily. We got a message on the Shreport Security Systems message board, and I want to ask you about this. That's scary. that [laughter] that says, and I'm quoting, "Is there ever all caps going to be a time we are not talking about teacher pay raises?" question mark question mark. It literally never ends. If you don't like the pay for the job you have, then change jobs. So, are people weary of this? I think the best way to stop talking about teacher payraises is what's happening in Richland Parish right now where they have they have the data center being constructed there and teachers just got a 50,000 or $17,000 per teacher pay raise or bonus. Wow. Uh just week before last two weeks ago. Yep. Uh because of the investment there. Private investment is what's going to solve the problem. It's not going to be government. As long as it's a government-only conversation and we're not talking about growing our economy, we're always going to be talking about But is that a one-time pay or is that sustainable? It's a one-time thing as every year they could get it. My understanding is every year they can get it as long as the investment continues and they continue to spend money and the tax base continues to grow in that parish. I I believe they they would be eligible to do it every year. So the data centers that are coming here could make the same thing happen here. Theoretically they could. I don't know what the laws on the books for cattle parish teachers are but I mean a rising tide lifts all ships, right? And that is what is happening in Richland Parish. Okay. The governor issued an executive order calling for the use of MFP, minimum foundation program funding that goes to the schools based on a per pupil dollar amount. He has said, "We want you to take some of that money and use it to give teachers a stipen for this year." Am I correct? That's right. Um, a judge has ruled that that order was not legal. Lawmakers are in the process of voting on that order. They have to approve it by 2/3 majority. Their votes are due by tomorrow afternoon. Um, this is a mess. Nobody really understands what's going to happen. What's going on? What's the problem? I mean, where where are we? It is it is a legal mess. And I think that it to some degree it's maybe unprecedented or very rare that this happens that this type of a move by a governor happens with a vote like this. So, I think we're kind of in uncharted territory. But the conversation around fixing the MFP is an important one. It's one that needs to happen. and it's need to happen for a long time. Uh the in 2020 the MFP in Louisiana was $3.87 billion. We had $688,000 students. In 2025, the MFP was $4.25 billion. And we had $647,000 students. So we had 41,000 fewer students and almost half a billion dollars more in MFP spending over a 5year period. It continues to go up. Student enrollment continues to go down and teacher pay remains stagnant. We are Louisiana funds K12 education 21st in the country. We're 21st in funding which is pretty good for Louis. You bet. We're highest among SEC states. We're the highest. We pay our teachers the 49th most in the country. Now when you say SEC states, you're talking about Southeast Conference. That's right. Go Tigers. Go Tigers. Including Texas. Go Tigers. Including Texas. SEC. All SEC states. Okay. But we're 49th in teacher pay. 49th. So we're we're not spending the money on what should be the priority in my view. You agree? It's absolutely right. There's an old saying that a budget document like a whether it's your home or the state legislature or whatever. A budget document is literally just your priorities. It's a list of your priorities funded. Our priorities for paying teachers seem to be pretty low in the state of Louisiana. But this governor has made it a priority not to just give one-offs through an appropriations process. He doesn't want to do that. He has made it a point to say he wants a permanent teacher pay raise. And he is doing everything in his power to accomplish that. And I was just going to say Louisiana has made such strides in education. We have statewide. We have we have come I mean we're so used to being 49th and 50th in every list. We're now up, like you say, 21 or even better in in a in a lot of categories. How do we make this better? We're improving in a lot of ways. I I think that the MFP is a key to this success. You can raise teacher pay without spending more taxpayer dollars. It is a great plan whether it happens through this vote or it happens next year whenever the legislature comes back in. Because remember, even if the other side, which these are activists who have filed this lawsuit, Mike Faulk is one of the plaintiffs listed on that was the executive director of the school board or the superintendent association until a few months ago. Ah, okay. These folks are they are in it for the school systems, not for the teachers. Right. But whether this this lawsuit is successful or not, next year the legislature has the ability to really address this and really dig into this. That's what that task force is going to look into and make recommendations. The governor's creating a task force to completely revamp the MFP with the legislature created it, the governor's there with them. Uh they are all singing from the same himnil here. I think that it is only a matter of time before this happens. Whether it's going to happen at 5:00 tomorrow when those ballots are due, it's going to happen in the legislative session next year. I think this is going to happen. Do we know yet? Have you seen any data yet to to show where the MFP money, the vast majority of it is really going where we need to take a hard look like, hey, we're spending X amount on this and this is a problem. Uh I I I haven't dug that deeply into I think that that's what the task force is doing. Okay. The MFP is a very complex formula that's set up to where it's really difficult to just look at it and know where the money is actually being spent. The state ships the money off to the local school districts. the school districts receive it, it's categorized and then they can spend it in certain ways and then they do. The legislature has to now dig into, okay, how is this money being spent and how should it be redirected? It's not just as easy as looking at a document and saying this is how the MFP dollars are spent in Louisiana. But I will tell you, is that by design? A lot of things are by design, Mike. [laughter] This is a formula that over years has just been piled on, piled on, piled on, and never reformed, never really looked at. They just add to it. They never change it. They never tweak it. They never reduce it based on teacher counts going down. This is something that has to happen. It has to happen now. And you anticipate this will be a big big topic in the se the session in the spring. I I absolutely do. And I think it's going to be a big topic between now and then. I think it's going to be one of the biggest political topics in the state. Will teachers get that stipen this year? I hope so. But I it's I I don't know for sure what's going to happen with this ruling. Uh, but I do think that all things if if you take that off the table and you just say it's a vote of the legislature and they're going to decide now, which is what it should be, I think that the governor probably has the votes to accomplish it without the lawsuit there. Okay. Last week with the overolctions announcement that they're going to send some money back to the the locals as a result of overolctions from uh on on the state government level. I used music from this library, right? Well, the next year, my client, an ad agency out of like New Mexico said, "Hey, I I need to make a revision on these spots." Well, Aaron, I just loaded the other session back into my computer. Sure. Made the changes and sent them back out. We no longer had the music license. Ah, got to find new music. The cattle parish funding for [music] Shripport Police cars. Mhm. Um where are we on [music] that? Well, the public safety committee met last week of the parish commission and they had, you know, the police chief and some of the other folks in in the meeting to discuss the needs and what we could do about it. And part of the the the answer is that um Cattle Parish can't carry the money over to next year. So, if they agree to spend the 2.8 million on police needs this year, the money would have to be spent this year. and we've already passed the window where you can order the cars, the police cars, and get them delivered this year. So, we can't do that. Um, many of the Did you go ahead and order them? You'd have to pay for them, and you don't pay for them typically until after they're here. And so, they wouldn't get here until after the new year. So, we've missed the window for that. According to um Erica Bryant, who told the committee, we've kind of missed the window for that. So, we need to actually start putting this in the budget for next year. So, was that by design? I don't don't know that. But could you still get ballistic shields? Could you get some of the other things the other police agencies need? Could you get a rook like the Shreport police chief want? Could you get that delivered in time? That's a good question. But what it sounds like the committee decided to do, Mike, was they decided they're going to instead of just, you know, prioritizing the list and then doing out the money. They're going to now set a process in place where you have to send us your list, you have to send us your financials. Like, I need to see, you know, why you don't have enough money to pay for this yourself. Um, I need some other data from you to show the need. Why, you know, how old are these cars? You you just can't come to me and go, "Hey, I need three more new cars." Thank you. Right. You got to show me a list of how old the cars are and all that. I would think departments like Austin, Greenwood, Oil City, those departments that have that have put in requests could go, "Yeah, we we can't pay for this, right?" Then they could. And the thing is the process will have to include send us your financials, send us the you know how much you do spend in the police department, how much you are short for equipment, how much you do need. So they I admire them for nothing wrong with that and I yeah I admire them for let's have a process and then let's follow that process and go through it. Um, you know, with regard to the financials, the city of Shreport's financials is going to be a huge document because obviously there's a lot more money spent in Shreport, but right now it's on hold.
