On Friday, January 10, 2025, at approximately 5:07 PM, Shreveport Police officers responded to a report of an assault and battery at 1906 North Market Street. While en route, dispatch informed officers that the complainant, an armed security guard and DoorDash driver, was waiting at the Popeyes across the street for officers to arrive.

The complainant stated that while delivering Taco Bell to apartment 103, a Black male wearing a blue jacket approached him outside the apartment, claiming the order was his and providing the correct name to confirm it. After handing over the food, the complainant received a call from the actual customer, who said she had not received her order.

Returning to 1906 North Market Street, the complainant encountered the same man in the blue jacket outside apartment 103. When confronted, the man became agitated and denied taking the food, despite evidence to the contrary. A second man, wearing all black, then appeared and displayed a black handgun, holding it at his side. The man in the blue jacket reportedly told the second man to "just shoot him."

Officers arrived on the scene and located the two individuals. The man in black, later identified as Elvie Haynes (10/13/76), exited an apartment with his hands up and was quickly detained. He was found to be in possession of a firearm, which was determined to be stolen, as well as methamphetamine. It was also discovered that Haynes is a convicted felon prohibited from possessing firearms.

The investigation is ongoing, but charges against Haynes include:

· Possession of a Firearm by a Convicted Felon

· Possession of Schedule II Controlled Substance (Methamphetamine)

· Illegal Carrying of Weapons

· Illegal Possession of a Stolen Firearm

This incident highlights the Shreveport Police Department’s commitment to addressing dangerous situations involving firearms and ensuring public safety.
