Shreveport Police Search for Non-Compliant Sex Offenders

The Shreveport Police Department (SPD) remains diligent in holding those who commit sexually based offenses accountable. Detectives with the SPD Sex Crimes Unit have issued warrants for the following men who failed to register as sex offenders following their felony sex crime convictions:

1. Arthur Locket Jr.

o Conviction: Felony Carnal Knowledge of a Juvenile

o Current Charge: Failure to Register as a Sex Offender, 3rd Offense

2. Morris D. Wilson

o Conviction: Sexual Battery

o Current Charge: Failure to Register as a Sex Offender, 5th Offense

3. Jacoby Thomas

o Conviction: Felony Carnal Knowledge of a Juvenile

o Current Charge: Failure to Register as a Sex Offender

4. James Fernando Rhodes

o Conviction: Indecency with Child Contact (Dallas, Texas)

o Prior Conviction: Failure to Register as a Sex Offender (Marion County Sheriff’s Office, Indianapolis, Indiana)

o Current Charge: Failure to Register as a Sex Offender
