
Directed Patrols in Shreveport Lead to Arrest of Convicted Felon with Illegal Handgun
A proactive police operation aimed at curbing neighborhood property crime has resulted in the arrest of a convicted felon carrying a defaced, concealed firearm.
Suspicious Activity Triggers K-9 Stop
Shreveport Police Department Patrol Officers were conducting directed patrols in the Moore Street and Idema Street areas—neighborhoods recently impacted by ongoing burglaries and copper thefts. During the operation, SPD K-9 Officers initiated a Terry stop on a male suspect and a female companion walking in the area.
Hidden Weapon Discovered with Obliterated Serial Number
For officer safety, police conducted a pat-down search of the individuals. During the encounter, the male suspect admitted to officers that he was carrying a concealed revolver. Officers immediately secured the weapon and, upon closer inspection, discovered that its serial number had been deliberately obliterated.
Review Reveals Out-of-State Felony Conviction
The suspect was initially booked on several drug and firearm-related offenses. However, a subsequent review of jail bookings by the Violent Crimes Abatement Team (VCAT) prompted a deeper look into the suspect's background. VCAT investigators requested his criminal history, which revealed a 2017 felony conviction out of Texas for possession of a Controlled Dangerous Substance.
Suspect Facing Multiple Charges
The suspect has been identified as 32-year-old Bryan Duggan. Following the full investigation, Duggan was officially charged with the following offenses:
- Felon in Possession of a Firearm
- Carrying a Firearm with an Obliterated Serial Number
- Negligent Carrying of a Firearm
- Possession of Drug Paraphernalia

The Shreveport Police Department emphasized that this arrest is part of a larger, ongoing effort to reclaim neighborhoods affected by property crimes. Authorities stated that they will continue proactive patrol sweeps in targeted areas and will aggressively pursue individuals illegally carrying firearms in the community.
