On August 20, 2024, officers attempted to contact Kelly in the parking lot of the Shreveport Police Department. As Kelly entered the parking lot, VCAT officers and a Shreveport City Marshal’s Deputy approached him. Kelly fled the scene, colliding with a Shreveport City Marshal’s vehicle in the process. VCAT officers pursued Kelly's Ford Mustang, which later collided with a parked vehicle and a residence on Logan Street.

Kelly attempted to flee on foot but was quickly apprehended by a VCAT member. A search of the Ford Mustang revealed a forged check, a stolen firearm, and a shell casing. Kelly was transported to a local hospital for treatment and subsequently charged with the following offenses:

  • Theft of a Vehicle
  • Forgery
  • Issuing Worthless Checks
  • Aggravated Flight
  • Aggravated Criminal Property Damage
  • Resisting an Officer

The Shreveport Police extends their gratitude to the Shreveport City Marshal’s Office for their continued assistance in apprehending violent criminals in our city
