Curtis "50 Cent" Jackson is bringing a gigantic festival to Shreveport next month. There are numerous events under the umbrella of the Humor & Harmony Festival. This will be a multiday event that spans from Independence Stadium to Downtown Shreveport. It will include concerts, car shows, sporting events, and comedy shows. This festival will take place between August 8th through 11th, 2024.

With multiple events happening in the downtown area, a proposal was made to the Shreveport City Council to modify their alcohol laws to suspend multiple rules for the weekend in Downtown Shreveport. Resolution 109 read, in part:

"RES 109
To suspend certain provisions of Chapter 10 and any applicable provisions of the
Shreveport Code of Ordinances and the Shreveport Unified Development Code
relative to the sale, dispensing and consumption of alcoholic beverages in connection
with the Humor & Harmony Festival, and to otherwise provide with respect thereto."

During the meeting, multiple Council members raised concerns about the resolution. Including who would be providing the drinks, where the trash would go, who would be enforcing the laws, and how this would impact downtown businesses.

The discussion at the Shreveport City Council meeting on July 9th took up a large amount of time at the meeting, and got into a heated debate at numerous points.

Throughout the debate, it was revealed that multiple City Council members were not invited or involved in the planning of these events.

The final vote was 5-2 against the ordinance, with a bipartisan votes against the measure.
