Bossier Sheriff’s Deputies Arrest Tier 1 Sex Offender

BENTON, LA—Bossier Parish Sheriff’s Deputies have arrested a registered Tier 1 Sex Offender, James Felty, 33, of Benton, LA, following an investigation that commenced in late October 2025. The arrest stems from allegations that Felty, who resides on the 100 block of Theresa Lane, was in violation of his statutory obligations to register as a sex offender.

Digital Evidence Leads to Additional Charges

During the investigation, detectives performed a forensic review of Mr. Felty’s cell phone. This review reportedly uncovered 13 digital files containing Child Sexual Abuse Material (CSAM). As a result of the findings, Felty was charged with a felony offense: Louisiana Revised Statute (LRS) 14:91.5 – Unlawful Use of a Social Networking Website.

Suspect Booked with High Bond

Felty was subsequently transported and booked into the Bossier Max facility. His bond has been set at $650,000. Authorities have indicated that the investigation into the matter remains active and ongoing.
