In a direct turn away from the Affordable Care Act, Cassidy's bill would give control of the health care market to individual states and would allow states, if they wish, to opt out of regulations mandated by ACA. As Cassidy says, "This will give resources to the working families to buy their own insurance. We don't give the money to the insurance company, we give it to the family."
