Caddo Correctional Center Bookings July 27th Through August 2nd

The following booking photos are those who were booked in to the Caddo Correctional Center from Saturday of last week to Friday of this week. All those pictured are considered innocent until proven guilty in a court of law.

With a recent change to the booking photo law, all those arrested (for any reason) are subject to having their booking photo used publicly.

This bill was signed by Governor Landry, and went in to effect on August 1st of 2024. This bill reversed the bill signed by Governor Edwards in 2023, stating that only mugshots of violent and/or sexual offenders could be released to the public.

Part of the reason for the reversal, is that it takes the work of a few full-time employees to sort through all of the jail bookings to determine whether or not a booking photo could be used under the old law.

Senator Alan Seabaugh who introduced the bill, had this to say:

Jayson Richardson, Sheriff from Desoto, came to Baton Rouge to testify in favor of my bill, said there's so many limitations on what you can release, what you can't release, when you can release it, you have to take it back down under certain circumstances, that  it would take a couple of full-time employees just to sit there and evaluate the law and decide, 'is this one we can release, or is this one we cannot,' so they just opt in favor of not releasing any.

Seabaugh continued:

A really good example, and I used when I presented it on the Senate floor  a couple of weeks ago... there was a guy arrested on 2 counts of 2nd degree murder in New Orleans.  And there was the booking sheet that they released that showed 2 counts of double murder, and showed all of his information, but it said, "Photograph or mugshot redacted due to Act whatever of 2022."
