With both state and municipal debt levels rising by more than 20% in just the past five years, the leading personal finance social network WalletHub conducted an in-depth analysis of 2015's Best and Worst Run Cities.

To identify the cities that are spending taxpayer dollars most efficiently, 65 of the most populated cities were scored on three key expenditure categories: education, police, and parks and recreation. And what defines a well-run city? Those receiving the highest returns on their public spending investments.
