He stopped him for speeding -- then busted him for drugs.  A Bossier Parish sheriff's deputy says he clocked 29-year-old Carl Lowrey of Princeton doing 39 mph in a 25 mph zone.  So he stopped him.  But he says when he got out to talk to Lowery, he smelled a strong odor of burnt marijuana coming from his van.  Sheriff Larry Deen says Lowery admitted that he had marijuana in the van and agreed to let the deputy search it.  When he did, he found a metal and wooden smoking device containing loose marijuana.  Lowrey was taken to Bossier Max were he was booked with possessing marijuana, possessing drug paraphernalia, and speeding.  The Sheriff's Office says this is Lowrey's third marijuana arrest.
