A guy in Arkansas admits it,  he has a problem.

51 year-old Michael Wyatt had his day in court and he's been ordered to get psychiatric help for his problem. If he gets the help, he will avoid jail time for his crimes. What has he been doing? Well, Wyatt approached at least two women and asked if he could suck their toes. The judge has also ordered him to stay out of Pet Smart and TJ Maxx because that's where he approached the women.
