MONROE, La. (AP) — The Ouachita Parish Police Jury has shot down the proposed ordinance requiring mandatory garbage service for owners of every occupied residential rental unit in the unincorporated areas of Ouachita Parish.

The City Council today unanimously approved Mayor Cedric Glover’s appointment of Stanley J. Harris as director of public works. Harris, currently Director of Public Works for the City of Kansas City, Mo., has more than 34 years of professional experience, including 26 years experience working in a public works department.
