That $2.50 solid waste collection fee that everybody in Shreveport who receives a water bill had to start paying last month was repealed by the city council two weeks ago. However, that repeal doesn't take effect until today -- two weeks after Mayor Glover signed it. So Finance Director Charles Madden told the city council yesterday afternoon that some Shreveport residents were not only assessed the fee in January -- they're also being assessed the fee in February if they're on a billing cycle that ends before today. The city council is still trying to decide whether any of the fees already assessed should be refunded. Right now, all of the money collected to date is sitting in the Solid Waste Division's operating reserves.
