For the first time since the 1950's, Shreveport and Caddo Parish have a master plan for development.But Mayor Cedric Glover says the plan approved by the City Council yesterday afternoon is a far cry different that the one approved more than half-a-century earlier. This plan was developed over a two-year period with input from all segments of the population and a Citizens' Advisory Group working hand-in-hand with a Chicago-based consulting firm.  The Caddo Commission has yet to approve the master plan but the Metropolitan Planning Commission okayed it back in December.
