A Shreveport man is behind bars in Bossier Parish for a fraud scheme. After an investigation by a Bossier Sheriff's Office Financial Crimes detective, 38-year-old Dominic Graphia was booked into Bossier Max for felony theft by fraud. The detective says Graphia, the owner of Personal Touch Blinds and Shutters and Graphia's Gardens in Bossier Parish, took funds for window coverings or blinds -- and didn't furnish the merchandise or refund the money in full as promised. Graphia has two pending theft cases -- one in Caddo Parish and one in Bossier Parish. The Bossier Sheriff's Office has two 2009 reports where Graphia committed the same offense, but refunded money prior to criminal charges being filed.
