Since 2000, the Downtown Development Authority has been responsible for parking meter enforcement in Shreveport's Central Business District. And Director Liz Swain says the amount of revenue collected is up.During the first quarter of this year, parking enforcement officers collected more than $210-thousand. And she says the downtown "Park Cards" are selling very well. Swain says, little by little, the so-called "habitual offender" list is being pared down, but swain says the city's number-one parking offender has yet to be brought to justice. Swain says the DDA has some ideas on how to tweek the city's parking ordinance and will be bringing those ideas to the city council in the weeks ahead.
