Obama says he is working to close "some of the holes and gaps" that are causing millions of Americans to get cancellation letters. Officials say he is referring to fixes the administration can make on its own, without congressional approval.

The website that was supposed to be an easy portal to purchase insurance has been hobbled by technical issues. There's also been scrutiny over the way the president sold the law to the public in the first place.
