Citing "God's authority," a county clerk in Kentucky denied marriage licenses to gay couples again Tuesday in defiance of a federal court decision. In addition, Kim Davis vows not to resign, even if threatened with fines or jail.

April Miller and partner Karen Roberts were there when the doors opened Tuesday morning, hours after the Supreme Court rejected Davis' request for a delay. Once again, however, she turned them away.

Davis, an Apostolic Christian, stopped issuing all marriage licenses in June rather than comply with the Supreme Court's legalization of gay marriage nationwide.
