Local and state dignitaries will gather in Shreveport's Highland neighborhood tomorrow -- for the big kick-off of Louisiana's newest cultural district.  Downtown Development Authority Director Liz Swaine says the Highland Cultural District will offer tax incentives to local artists who produce their artwork in that area.  After tomorrow's 11 a.m. news conference at First Presbyterian Church on Stoner, artists will have their wares on display at the "Art from the Heart of Highland" Art Show.  A variety of media will be featured, from pottery to paintings to jewelry.  You can go take a look any time from then until 7 that night.
