A Louisiana Legislative Auditor says in a new report that the Caddo Parish Commissioners' retirement plan is set up in a way that is 'improper' and 'unconstitutional'. Since 2006, Caddo Parish Tax Payers have paid more than 255,000 dollars into CPERS.

The new report states that Commissioners are part time employees and therefore not eligible for a retirement plan.

There is a lawsuit pending that questions the legalities of CPERS and other financial benefits commissioners receive. That suit will go to court in January.
